California’s Public Utility Commission issued the proposal on Friday; even as self-driving car manufacturers have faced increased scrutiny over safety concerns. They will vote on the proposal at their next meeting.
The California Department of Motor Vehicles issued rules allowing for autonomous vehicle testing without drivers earlier this year, which took effect on April 2.
