Local media has reported that 10 wounded people were removed to area hospitals, while the rest remained on scene.
Police have not yet ruled out that this was an act of terror and have warned the public to remain alert.
Israeli police initially believed the incident was militant-related, but then said it may have started when an empty bus caught fire and then ignited the bus carrying passengers, according to Reuters.
