Gov. Mike DeWine, a Republican, is expected to sign both measures, but the DNC still plans to hold a virtual convention to nominate Biden in Ohio.

While the DNC said it would virtually nominate the president, Ohio lawmakers could still pass legislation for that to happen.

Mr. DeWine, a Republican, urged lawmakers to pass a bill that would put Biden on the ballot and ban foreign citizens from contributing to Ohio ballot issues.

Democrats could file legal action or hold a mini-convention among other options to get the president on the Ohio general election ballot.

With Ohio legislators unable to advance a plan for President Biden’s ballot access on May 8, Democrats could head to court for a resolution.
