A list of Canada’s top 25 most wanted individuals has been released nationwide, with investigators offering $900,000 in combined rewards for tips leading to the arrest of the fugitives on it.

Topping the latest list, which features 24 men and one woman, are two men believed to be key players in  Quebec’s ongoing violent drug conflict.

The list is compiled and periodically issued by the BOLO Program, short for Be On the Look Out, a charity that collaborates with the RCMP, dozens of Canadian police services and Crime Stoppers programs, as well as the U.S. Marshals Service. All rewards offered are valid until June 3, 2025

Here’s a look at the top 25 suspects in Canada right now and why warrants have been issued for their arrests.

1. Dave Turmel

A reward of up to $250,000 is being offered for information leading to the arrest of Dave “Pik” Turmel. The alleged head of Blood Family Mafia (BFM) is wanted for substance trafficking, conspiracy, and assault with a weapon by the Quebec City Police Service.
“Dave Turmel and BFM are willing to do anything to take control of drug trafficking, not only in Quebec City, but throughout eastern Quebec,” Quebec City Police Chief Denis Turcotte said in a press release.
Turmel is also alleged to be instrumental in a street gang turf war during which victims have been tortured and murdered, according to the police. Some of the torture sessions, which included limb amputations, have been shared on social media platforms, they said.

2. All Boivin

The second $250,000 reward is for All Boivin, who authorities say is also linked to the violent drug-related turf wars that have arisen in Quebec.

Boivin is wanted for trafficking, conspiracy to traffic, and possession for the purpose of trafficking. He is also suspected of being involved in several criminal activities that are currently under active investigation by multiple law enforcement agencies.

Boivin is described as possibly being armed and dangerous by the authorities.

3. Rabih Alkhalil

Rabih Alkhalil has been at large since he escaped the North Fraser Pretrial Centre in Port Coquitlam, B.C., in July 2022 where he was standing trial for murder. His escape was facilitated by two accomplices posing as contractors, police said.

He faces charges of murder, conspiracy to commit murder, and being unlawfully at large.

A reward of up to $50,000 has been offered for information leading to his capture.

4. Adrian Walker

Adrian Walker is wanted in connection with a double shooting outside an apartment building in the York District of Toronto. The male victim, 31-year-old Trevor John of Toronto, died in hospital while a female victim sustained non-life-threatening injuries.  Walker has been charged with first-degree murder and attempted murder.
A reward of up to $50,000 has been offered for tips leading to his apprehension by authorities.

5. Phillip Grant

Philip Grant is wanted for two counts of second-degree murder and attempted murder by the Toronto Police Service. A reward of up to $50,000 has been offered.

6. Dylan Denis

Dylan Denis is wanted for murder by the Montreal Police Department in connection with a shooting in the borough of Ahuntsic–Cartierville. Two other suspects have been arrested but Denis remains at large.

7. Katherine Bergeron-Pinzarrone

Katherine Bergeron-Pinzarrone, the lone woman to make the list, is wanted in connection with the stabbing death of a 16-year-old boy from Montreal. A Canada-wide arrest warrant has been issued by York Regional Police for Bergeron-Pinzarrone, who is known to reside in both Mississauga and Quebec.

8. Gibriil Bakal

Gibriil Bakal of Edmonton is wanted by the Ottawa Police Service for first-degree murder in connection with a homicide on Champagne Avenue South on Jan. 29. The 29-year-old remains at large.

9. Reshaun Cote

Reshaun Norman Cote is wanted by the Regina Police Service for a shooting death that occurred in the city on May 12. Cote has been charged with murder and is wanted on a Canada-wide warrant.

10. Jonathan Ouellet-Gendron

Jonathan Ouellet-Gendron is facing murder charges in connection with a May 19, 2022, shooting in Saskatoon that left one man dead and two others wounded. The 36-year-old is facing 14 charges, including first-degree murder, drug trafficking, and multiple firearms offences.
Ouellet-Gendron is known by several aliases including Brian Marchand, Samuel Beruber, Tommy, Francis Barrette, Andrew Sauver, Martin Pelletier, and Kevin Reil. When speaking English, he has a noticeable French accent, police said. A reward of up to $50,000 will be issued for tips that result in his arrest.

11. Mohamed Shire

Mohamed Shire is wanted on a Canada-wide warrant for a double homicide at the Alta Vista Shopping Centre in Ottawa on May 28, 2021. When police arrived on scene, two men were found dead and a third had non-life-threatening injuries.
Shire is facing two counts of first-degree murder and one count of attempted murder. Tipsters will be eligible for a $50,000 reward if the information leads to his arrest.

12. Yusuf Ali

Yusuf Ali is wanted in connection with a lengthy attempted murder investigation stemming from a Nov. 21, 2021, incident in Winnipeg. Two adult males sustained life-threatening gunshot wounds during the incident and were transported to hospital in critical condition. Both victims recovered, police said.
Ali is facing two attempted murder charges as well as multiple firearm-related charges.

13. Cristian Cuxum

Cristian Cuxum is wanted by the Toronto Police Service for second-degree murder and two counts of attempted murder in connection with a Thanksgiving weekend shooting in 2022.

Police said the shooter walked onto the field at the La Liga indoor sports complex in North York and opened fire into a group of players before fleeing the scene. Three male victims were sent to hospital with gunshot wounds ranging from serious to life-threatening. Two of the victims survived, police said.

Cuxum is of Guatemalan descent and was last known to live in Toronto.

14. Daniel ‘Juma’ Atem

Daniel “Juma” Atem is wanted for murder by the Regina Police Service in connection with a downtown shooting on July 29, 2023, that killed 32-year-old Regina resident Roman Anthony Miller.
Atem is of Ethiopian descent and has a “Juma” tattoo on his left forearm. Anyone who submits information that leads to an arrest will be eligible for a $50,000 reward.

15. Dharam Dhaliwal

A Canada-wide warrant has been issued by Peel Regional Police for Dharam Dhaliwal in connection with the Dec. 3, 2022, shooting death of a 21-year-old Brampton, Ont., woman. Police said Pawanpreet Kaur was found shot at the Petro-Canada gas station in Mississauga where she worked.

Dhaliwal was charged with domestic-related offences against Kaur in the months prior to her murder. Police alleged Dhaliwal had staged his suicide prior to Kaur’s murder to evade arrest.

He is wanted for first-degree murder and a reward of up to $50,000 has been set for information leading to his arrest.

16. Leron John

Leron John is wanted by the Edmonton Police Service for four firearms-related offences.

17. Kamar Cunningham

Kamar Cunningham was arrested by Toronto Police in 2018 as part of Project Patton, a nine-month investigation into the Five Point Generalz (5PG) street gang. The raid on June 21 yielded the largest single seizure of guns in Toronto’s history at that time, police said.

Cunningham did not appear for his May 2021 court date after being sentenced to nine years in custody.

He is wanted on a country-wide warrant for firearms trafficking, and a $50,000 reward is being offered for tips that lead to his capture.

18. Danick Miguel Bourgeois

Danick Miguel Bourgeois is wanted for second-degree murder in connection with the 2015 death of 65-year-old Frederick “John” Hatch, whose body was found by firefighters at the scene of a brush fire near Erin, Ont., Ontario Provincial Police identified Bourgeois as a suspect in the case in 2020.
Bourgeois was last known to reside in St. Albert, Ont.

19. Saed Osman

Saed Osman is wanted on 20 Canada-wide warrants in connection with a mass shooting in Edmonton in March 2022. More than 70 rounds were fired into a crowd at a hookah lounge, killing one and injuring six others.

Two men were arrested in connection with the shooting but Osman remains at large. He is wanted on charges of first-degree murder, discharging a firearm with intent, and multiple other firearms offences.

Police said Osman is affiliated with the Go Getem Gang and goes by the nickname Styles.

20. Yasir Mohamed

Yasir Mohamed is wanted by the Toronto Police Service for murder.

21. Mohammed Abdullahi

Mohammed Abdullahi is wanted by Toronto Police on a first-degree murder charge.

22. Talal Amer

Talal Amer is wanted by Calgary Police in connection with a shooting and fatal car crash in May 2022. The collision occurred after two vehicles were seen speeding and driving erratically, police said.

The crash killed 40-year-old mother of five Angela McKenzie, and a man was found on the scene suffering from gunshot wounds. Police said houses in the area had also been shot up.

After an investigation, police issued several Canada-wide warrants for Amer for manslaughter, attempted murder, and several gun-related offences. Police said Amer has a lengthy criminal record and has ties to organized crime.

23. Kiarash Parzham

Kiarash Parzham is wanted in connection with a 2022 fatal shooting near the exit of the Sheppard-Yonge subway station in Toronto. Kian Hoseyni, 28, was pronounced dead on the scene.
A Canada-wide warrant was issued for Parzham for first-degree murder. He was previously convicted in 2017 of multiple drug and weapons offences.

24. Jabreel Elmi

Jabreel Elmi is wanted for first-degree murder and two counts of attempted murder in connection with a Toronto shooting that killed a 27-year-old city employee who police say was “in the wrong place at the wrong time.”

Thane Murray was pronounced dead at the scene and two other victims were taken to hospital, one with life-threatening injuries, the other with serious injuries.

Two other suspects were arrested in connection with the shootings, police said, but Elmi remains at large.

25. Youcef Bouras

Youcef Bouras is wanted in connection with an October 2017 shooting that left an 18-year-old man dead.

Service de police de l’agglomération de Longueuil issued a Canada-wide warrant for Bouras on first-degree murder charges. He is also the subject of a Red Notice issued by INTERPOL.
