Will There Be a Penalty for Withdrawal From Afghanistan?

President Joe Biden’s announced intention to complete the withdrawal of all U.S. forces from Afghanistan by September 11, exactly 20 years after the terrorist attacks on the World Trade Center and the Pentagon, will complete a goal that former President Donald Trump wanted to meet, but did not, following advice from military leaders, who convinced him that a May 1 deadline was a bad idea.
