SANTA ANA, Calif.—A 60-year-old registered sex offender already facing charges of recording upskirt videos in an Irvine grocery store was arrested again for allegedly doing the same thing at a Spirit Halloween store in Tustin, authorities said Nov. 16.
Roland Moreno was arrested by Tustin police detectives on Sunday in Fullerton, Tustin police Lt. Ryan Coe said.
According to Mr. Coe, police were called Oct. 20 to the Spirit Halloween store at 13852 Red Hill Ave., where they were told by multiple witnesses that Mr. Moreno was seen taking videos under a woman’s skirt as she shopped inside the store with her two children.
Mr. Moreno fled the store prior to the officers’ arrival but left his cell phone behind, Mr. Coe said. A search of his phone revealed additional videos of similar nature from various locations, police said.
On Nov. 9, Mr. Moreno was charged with five misdemeanor counts of using a concealed recording device to record another without their consent and a count of contempt of court for disobeying an order not to use an electronic recording device, according to court records. According to the criminal complaint, the dates of the alleged upskirt videos were Sept. 17, Sept. 23, Oct. 8, and Oct. 20.
He had been scheduled to be arraigned Tuesday, but he posted $15,000 bail and was released, so his arraignment was re-set for Dec. 11 in the Central Justice Center in Santa Ana.
At the time of his arrest, he was already out on bail for alleged similar offenses in Irvine, according to court records.
In that case, he was accused of second-degree burglary for allegedly entering Trader Joe’s in the University Center shopping mall on April 16 with the intent to commit child annoyance. The alleged upskirt videos in the case were taken on April 1 and April 28, according to the complaint.
He was charged in May with burglary and child annoyance, both felonies, as well as a dozen misdemeanor counts of using a concealed recording device to record another without their consent, according to court records. He was released in that case after posting $50,000 bail.
In July 2018, Mr. Moreno pleaded guilty to child annoyance and using a concealed recording device to record another without their consent as well as failure to register as a sex offender at all residential addresses—all misdemeanors.
He pleaded guilty in January 2015 to a felony count of possessing or controlling child pornography and misdemeanor counts of upskirt videos, according to court records.
