Over 50 percent of male inmates who identify as women held at the Wisconsin Department of Corrections have been convicted of sex crimes, according to a study from the Heritage Foundation’s Oversight Project.
‘Prison Is For Punishment’
While the data does not indicate how many males identifying as females had applied to be housed at a female-only facility, it does show that none of the transgender-identifying men had been charged with sexual assault or sexual abuse while in prison.“Putting sex offender men claiming to be women in cells with women is another reason the world laughs at America’s moral decline,“ Mr. Howell continued. ”Prison is for punishment, not degenerate sexual behavior.”
The Epoch Times has reached out to the Wisconsin Department of Corrections with a request for clarification on how many transgender-identifying males were housed in female facilities and what measures were in place to protect female inmates. No reply was received by the time of publication of this report.
The policy also clarifies that facility housing assignments for such inmates are to be made on a “case-by-case basis, considering the inmate’s health and safety as well as potential programming, management and security concerns,” with an inmate’s own views on safety to be given “careful consideration.”
While some argue that accommodations for female-identifying male inmates are necessary for their protection, others say such individuals are mostly seeking less restrictive housing conditions during their incarceration.
The Scottish numbers also showed that seven female-identifying males were being allowed to serve their sentences in female prisons.
“A male does not have a human right to be put in a female prison. This is nonsense,” Marion Calder of the campaign group For Women Scotland told The Epoch Times in an earlier interview.
In one case that made headlines, Isla Bryson, a female-identifying male formerly known as Adam Graham, raped two women in Scotland before deciding to “transition” and identify as a woman.
Why Males Are Entering Female Prisons
Libby Emmons, editor-in-chief of The Post Millennial, told The Epoch Times’ “American Thought Leaders” program in April that there is a growing number of incarcerated men pretending to be women and trying to enter women’s prisons.“That happens a lot, as it turns out. I don’t think those men are doing anything other than trying to get a better housing situation for their time in lockup, really,” she said.
Many of the men who are put in female prisons “are violent, and many of these men have committed crimes against women,” she added.
Ms. Emmons said that there are many benefits for transgender-identifying men to be housed in female facilities.
Harming Female Prisoners
Amie Ichikawa, who runs a nonprofit for incarcerated women, said that California’s law allowing men identifying as women to be housed at female prisons is creating an environment of “total chaos emotionally” within the women’s prison system.“This is very callous and brazen psychological warfare that is occurring right in our own state, being fully funded by taxpayers’ dollars,” she added.
In 2020, the California State Legislature passed Senate Bill 132, The Transgender Respect, Agency and Dignity Act, which was signed into law by Gov. Gavin Newsom.
The law allows prisoners who identify as transgender, non-binary, and intersex to request to be housed in facilities that are consistent with their gender identity, according to the California Department of Corrections and Rehabilitation.
Since Mr. Newsom signed the bill into law, Ms. Ichikawa said she has received more phone calls, letters, and emails from incarcerated women who express fear about their safety, sexually transmitted diseases, and pregnancy.
