An ambitious revitalization effort for the city’s troubled Market Street was scheduled to begin this year, but apart from a five-block repavement and design proposals, not much has happened.

After half a year of much debate that pitted homeowners and renters against each other, an ordinance that will give TIC owners a speed-up process of converting their units into condos finally passed.
