The falling price of oil is beginning to have a real impact on the energy-fueled economies of the Gulf.

Human Rights Watch released a set of guidelines Tuesday, Dec. 22, that it says construction companies in the oil-rich Gulf Arab states should follow to ensure basic rights for migrant workers.
