Avon has agreed to pay $135 million to settle charges by the U.S. Department of Justice and the U.S. Securities and Exchange Commission for violation of the U.S. Foreign Corrupt Practice Acts.

Avon, which has annual revenues surpassing $11 billion, has been struggling to grow its sales in recent years.
