As a tradition, high ranking CCP officials and senior politicians vacation in Beidaihe District near Beijing during the end of July and early August every year. As a result, security in Beidaihe has been significantly upgraded recently. Petitioners said that there are about 30,000 military police stationed in the area and that petitioners from all over the country were repatriated, detained, or imprisoned before they could appeal.
Every year when the CCP high ranking officials attend meetings in Beidaihe District, petitioners from all over the country swarm into the district. As a result, local security is extremely strict. Since August, many petitioners indicated that Beidaihe had become a forbidden area again, and those who went there to appeal have been detained or imprisoned.
