“The voters have a significant say in what happens in this state. Californians truly decide what becomes state law with these ballot measures, and they become very difficult to change. One key aspect of the ballot measures is that once they’re passed by voters, the legislature’s hands are tied in certain areas,” says Travis Gilmore, Capitol reporter with the Epoch Times.
