California is experiencing a 2nd straight wet winter with record rainfall.  Yet water restrictions continue.  Why?

Mark Nakata, a 5th generation farmer from Fresno explains.

“We think it is by design”.  The big issue is not just water, it is government over-reach said Nakata.

“On the one hand the government is regulating the amount of water the farmers can hub, and on the other hand the same government is allowing millions of acre feet of water per day to run into the ocean” added Nakata.
