Earlier this year an organization began making its presence felt throughout Hong Kong’s streets, harassing people, and presenting Chinese communist propaganda wherever its members congregated.

Despite claiming to be a non-profit organization involved in charity work, by far the most prominent public activities by the Hong Kong Youth Care Association (HKYCA) so far have been directed towards harassing and sometimes threatening practitioners of the Falun Gong meditation discipline.

The organization’s actions have been widely criticized by Hong Kong’s citizens, and labeled as an assault on the freedoms of speech and belief.

The HKYCA has provided little information about itself, beyond its claims of being a “non-profit organization”. When interviewed, the organization’s vice president persistently avoided questions on how the organization sustained its operations. 

However, all evidence points to the HKYCA being a front organization created by the Chinese Communist Party (CCP), aided by Hong Kong’s chief executive Leung Chun-ying, to extend the persecution of Falun Gong to Hong Kong. 

Only two days after it was formally registered on June 8, the organization launched a campaign of harassment, intimidation, and propaganda towards Falun Gong. Its members verbally abused practitioners, surrounded them with large banners, and at one point a HKCYA member even brandished a knife. Yet Hong Kong’s police have seemed reluctant to intervene, even in the case of the knife incident.

Whether intentional or not, the date of the HKYCA’s first assault, June 10, happens to coincide with the date of the formation of the 610 Office, an extralegal agency of the CCP that oversees the persecution of Falun Gong practitioners in mainland China.

The mastermind behind the HKYCA is Zeng Qinghong, a former politburo member who was in charge of Hong Kong and Macao affairs, according to an insider. Zeng groomed and planted Leung Chun-ying in Hong Kong, and later used him to set up and aid the HKYCA, this inside source in Beijing said.

The HKYCA’s deputy chairman, Lin Guo-an, was a member of the Democratic Alliance for the Betterment and Progress of Hong Kong (DAB), a pro-CCP political party. Further investigation found a person named Lin Guo-an is listed as a member of the Jinggangshan City Political Consultative Conference in Jiangxi Province, China.  

There may also be ties between the HKYCA and the chief executive of Hong Kong, Leung Chun-ying. The HKYCA’s Chik Chi-man, holds leadership positions in a number of companies and associations including the Hong Kong Shatin Industries and Commerce Association (HKICA).

During his election campaign last December, Leung tried to elicit support from HKICA, which had over 10 election committee members, using a number of electoral promises, including an increase in manpower at the Hong Kong Economic and Trade Offices in mainland China, and an extension of aid to Hong Kong businesses operating in the mainland. 

The HKYCA shares a business address with a company named Yanjing Beer, whose managing director is involved in the HYKCA. Yanjing Beer enjoys official support, having been visited by the CCP’s security czar, Zhou Yongkang, who inspected the Xinjiang Yanjing Brewery in 2010.http://www.webcitation.org/6CalwbjEB 

The address is also shared by a company named Digital Drive Association. Its chief operating officer, Chen Jianhua, is a co-founder of the HKYCA.

The current chairman of the company, Yao Ming, is an assistant to a legislative councilor in the Democratic Alliance for the Betterment of Hong Kong (DAB). 

It is understood that a large number of businesses in this particular region of the New Territories have ties to the CCP. The CCP Central Liaison Office in Hong Kong is also known to make frequent visits to the area.
